A stem and leaf plot is a process improvement tool. It is similar to a histogram, but uses the least significant figures in the data values to construct the bars. The advantage of the stem and leaf plot is that it retains data that would be lost in a bar chart.
The dataset:
1.0, 1.1, 1.5. 1.7, 1.9, 2.4, 2.5, 2.5, 2.5, 2.6, 2.8, 2.9, 3.0, 3.3, 3.5, 3.8
can be represented by:

The values in the bars (leaves) are the decimal portion of the data values.
The scheme can be modified to suit the spread of the data values. For example, the stem could be increased in increments of 0.5, rather than integers.
