The 'Plan Do Study Act' (PDSA) cycle for process improvement projects was suggested by W. Edwards Deming. Apart from the slight terminology change it is the same as the original 'Plan Do Check Act' cycle suggested by Walter Shewhart:

Execute the plan on a prototype scale |

Evaluate Feedback and adjust or confirm the plan |
Act: |
Build the plan into the system |
